Baton Rouge, LA (April 23, 2026) — The Board of Trustees of the HomeBuilders Self Insurers Fund (HomeBuilders SIF) has announced its 2026 Executive Committee, recognizing a group of respected industry leaders whose experience and service continue to strengthen Louisiana’s construction community.

Scott Wallace, owner of Melot Construction LLC, has been elected chairman. With more than 30 years of experience in homebuilding, land development and project management, Wallace brings a proven track record of leadership and industry involvement.
A two-time Builder of the Year honoree from the Home Builders Association of Central Louisiana, he also serves on the Louisiana Uniform Construction Code Council and has been a dedicated SIF trustee for many years.

David Champagne, owner of David Champagne Construction, will serve as vice chairman. A trustee since 2008 and former chairman in 2013, Champagne has long been an active leader within the industry. He is a past president and Life Director of the St. Tammany Home Builders Association, was named Builder of the Year in 2000 and has contributed his expertise through leadership roles with the Louisiana State Licensing Board for Contractors.

Founder of Reve Inc. in LaPlace, Randy Noel, was elected secretary. The 2018 chairman of the National Association of Home Builders, Noel brings decades of experience and a national perspective to the role. A Louisiana Builders Hall of Fame inductee, he has represented the industry at the local, state and national levels for more than 20 years.

Rob Hamilton will serve as immediate past chairman. Owner of Rob Hamilton Construction, Hamilton is a past president of the Southeast Louisiana Home Builders Association and remains actively engaged across the industry. He currently leads the Louisiana Home Builders Association PAC and continues to advocate for builders throughout the state.
The 2026 Executive Committee reflects HomeBuilders SIF’s ongoing commitment to strong leadership, industry expertise and a member-driven approach. Their combined experience will help guide the organization as it continues to provide stable, reliable workers’ compensation solutions tailored to Louisiana’s homebuilding industry.
